How to Build an AI Governance Program in 30 Days (Step-by-Step Playbook)

Most organizations overthink AI governance and end up with nothing operational. Here is the 30-day playbook we use to stand up working governance programs — inventory, classification, core policies, approval workflows, and cultural rollout.

Most AI governance programs fail the same way: they start as a 6-month planning project, stall at the policy-drafting stage, and never become operational. Meanwhile, the organization continues deploying AI systems with zero governance.

The pattern is consistent: the organizations that succeed start with a minimum viable governance program in 30 days, then mature it over 6-12 months. The organizations that fail try to build the perfect program upfront and run out of momentum.

This guide is the 30-day playbook. No consulting firm required. No 200-page policy documents. Just the concrete steps to go from zero governance to a working program in four weeks. A minimum viable AI governance program has four components: an inventory of AI systems, a risk classification method, three core policies, and a named owner. You can build all four in 30 days using existing resources. Everything else — monitoring, documentation maturity, committee structures — layers on top of this foundation.

Week 1: AI System Inventory

You cannot govern what you do not know exists. Week 1 is entirely about finding every AI system in your organization.

Day 1-2: Define What Counts as AI

Before inventorying, agree on scope. For governance purposes, an AI system is anything that:

  • Uses machine learning to make predictions or decisions
  • Uses large language models to generate or process content
  • Uses computer vision to analyze images or video
  • Uses natural language processing to understand or generate text
  • Uses recommendation algorithms to rank or filter content

This includes: - Standalone AI products (ChatGPT, Claude, Copilot, custom models) - AI features inside other software (Salesforce Einstein, Gmail Smart Compose, Photoshop Generative Fill) - Custom ML models built internally - AI-powered vendor tools you pay for

Day 3-5: Survey Every Team

Send a simple survey to every team lead:

  1. 1What AI tools does your team use or have access to?
  2. 2What software tools with AI features does your team rely on?
  3. 3Are any AI systems in development or under evaluation?
  4. 4Who in your team is the primary user of each AI system?

Combine survey responses with IT license data (what AI tools does your organization pay for?) and procurement records (what AI vendors have contracts?).

Day 6-7: Build the Inventory

Create a simple spreadsheet or database with these columns for each AI system:

  • System name
  • Type (LLM, ML model, computer vision, etc.)
  • Purpose / use case
  • Owner (team and individual)
  • Vendor (or "internal" if custom-built)
  • Data inputs (what data does it process?)
  • Data outputs (what does it produce?)
  • Users (who interacts with it?)
  • Date deployed / acquired
  • Status (active, pilot, evaluating, deprecated)

Do not worry about completeness. You will find more systems as people realize governance is happening. The inventory is a living document.

Week 2: Risk Classification

Once you know what AI you have, classify each system by risk level.

Day 8-10: Choose Your Classification Model

Use the EU AI Act risk tiers as a starting framework — even if you are not subject to the EU AI Act, the classification logic is sound and widely understood:

Unacceptable Risk:: Systems prohibited by regulation. Examples — social scoring systems, real-time biometric identification in public spaces without authorization, manipulative AI targeting vulnerable groups. Unless you are building something clearly harmful, you will not have these.

High Risk:: Systems that make consequential decisions about people. Examples:

Limited Risk:: Systems that interact with people but do not make consequential decisions. Examples:

Minimal Risk:: Systems with little direct human impact. Examples:

Day 11-14: Classify Every System

Go through your inventory and assign a risk tier to each system. For ambiguous cases, err on the side of higher risk — it is easier to relax governance later than tighten it.

Document the reasoning for each classification. This creates the audit trail you will need when regulators or customers ask.

Sort the inventory by risk tier. Your governance focus should prioritize High Risk systems first, then Limited Risk, then Minimal Risk.

Week 3: Three Core Policies

Write three documents. Do not try to write more. Additional policies can come later.

Policy 1: AI Acceptable Use Policy

This is the document every employee should read. It defines:

  • Which AI tools are approved for use (and which are prohibited)
  • What types of data can and cannot be input into AI systems
  • Requirements for reviewing AI-generated content before using it externally
  • Confidentiality rules (no client data into public LLMs, etc.)
  • Attribution requirements when AI is used to create work products
  • Consequences of policy violations

Keep it short. One page of actual policy. Two pages maximum. Employees will not read 20 pages.

Policy 2: AI Deployment Approval Process

This is the document IT, security, and procurement follow when new AI systems are proposed. It defines:

  • Who can request AI system deployment
  • What information must be submitted (the request form)
  • Who reviews requests (the approval committee)
  • What criteria drive approval or rejection
  • Timeline expectations
  • Documentation requirements after approval

The process should scale with risk: - Minimal risk systems — streamlined approval by single reviewer - Limited risk systems — committee review with defined criteria - High risk systems — full risk assessment plus executive approval

Policy 3: AI Incident Response Plan

This is the document that activates when AI causes harm. It defines:

  • What constitutes an AI incident (harmful output, data leak, discriminatory decision, security breach)
  • How incidents are reported (who, where, how fast)
  • Who leads incident response
  • Communication requirements (internal, external, regulatory)
  • Remediation process
  • Post-incident review and documentation

Reference your existing incident response processes where they overlap. Do not recreate incident response from scratch — integrate AI incidents into the playbook you already use for security and operational incidents.

Week 4: Operationalize

Policies on a shared drive are not governance. Week 4 makes governance operational.

Day 22-24: Assign Ownership

Designate one person as the AI governance lead. This person:

  • Owns the inventory and classification
  • Manages the approval process
  • Coordinates incident response
  • Reports governance status to leadership
  • Represents the organization externally on AI governance matters

This is not a full-time role for most organizations. For a 500-person company, plan on 10-20% of one person's time initially. The role can scale up as AI usage grows.

Assign owners for each AI system in the inventory. Each system needs a specific human who is accountable for its operation.

Day 25-27: Communicate

Governance nobody knows about is governance that does not exist. Roll out the program to the entire organization:

  • All-hands presentation or email from leadership explaining the new AI governance program
  • Training session for managers who will need to approve AI usage in their teams
  • Publication of the three core policies where every employee can find them
  • Clear channel for asking governance questions (dedicated email, Slack channel, or intake form)

Frame governance as enabling AI adoption safely — not as blocking it. The goal is responsible use, not prohibition.

Day 28-30: Run the Process Once

Pick one proposed AI system and run it through your new approval process end-to-end. Document the workflow. Fix what does not work. Confirm that:

  • The intake form captures the right information
  • Reviewers have what they need to make decisions
  • The decision is communicated clearly
  • Documentation is archived properly

This end-to-end test exposes every gap in your governance program. Fix the gaps before you need the process for a real high-stakes decision.

What Comes After 30 Days

You now have a working AI governance program. It is not mature. It is not comprehensive. It is not audit-ready for ISO 42001 certification. But it exists, and governance that exists is infinitely better than governance that is being planned.

From here, mature the program over the next 6-12 months:

Months 2-3:: Add monitoring. Build dashboards that track AI system usage, incidents, and policy compliance. Identify leading indicators of problems.

Months 3-6:: Deepen documentation. Create model cards for high-risk systems. Build impact assessment templates. Standardize how governance artifacts are stored and retrieved.

Months 6-9:: Establish a governance committee. Meet quarterly to review the program, resolve escalations, and update policies. Include legal, IT, security, HR, and business representatives.

Months 9-12:: Pursue certification if needed. If customers or regulators require ISO 42001 certification, this is when you engage a certification body. The groundwork you laid in months 1-6 makes certification readiness achievable.

Common Failure Modes

Failure 1: Overbuilding Policies

A 50-page policy document nobody reads is worse than a 2-page policy everyone follows. Start simple. Expand when gaps are demonstrated.

Failure 2: Governance Without Business Context

AI governance cannot be disconnected from business reality. If your approval process takes 6 weeks, teams will deploy AI without approval. Governance must be fast enough to not become the bottleneck.

Failure 3: No Executive Sponsorship

AI governance requires authority to say no to executives who want to deploy AI without review. Without executive sponsorship, governance becomes advisory and ignored. Secure leadership buy-in before Day 1.

Failure 4: Confusing Legal With Governance

Lawyers are critical governance stakeholders but legal alone cannot own AI governance. Governance requires technical, business, operational, and legal perspectives together. Legal owns one seat at the table, not the whole table.

Failure 5: Skipping the Inventory

Organizations that skip Week 1 and start with policies always fail. You cannot govern AI systems you do not know exist. The inventory is the foundation.
